@Beggers; Apparently the problem is on Digg's side. No matter what I do to change the curly quote encoding back to curly quotes (or vice versa), it still comes up as the encoding on their end. It is odd that it does because they do use UTF-8 encoding, so I would think it shouldn't be happening.

Well the only solution is to not use curly quotes or I can put in a fix to change curly quotes to regular straight quotes.

It's actually good practice to not use them, they have been known to screw up search engine results. I don't keep up on SEO practices, but I'm sure search engines still have issues with them.</description>
